Resolved update plesk onyx with error

the plesk installer log is usually in /tmp/autoinstaller3.log

maybe try one more update procedure, so you have a definitive start time.
 
It may also be a good idea to not run the update from within the plesk software, but from the CLI

# plesk installer --select-release-current --reinstall-patch --upgrade-installed-components

should also provide useful insights :)

17.8.11-debian9.0.build1708180823.15 is definitely available as part of the official plesk update site here.

Which would indicate that you are not using the real plesk update site but a cached / proxied version.
1) Please check the location as per this plesk page.
2) Also check your hosts file. We once had a newly (preconfigured) server point to a cached server of our provider, not the real live autoinstall.plesk.com

if I understand correctly, you are trying to update. From currently Plesk Onyx v17.8.11_build1708180301.19 to the latest 17.8.11-debian9.0.build1708180823.15

log file says, cannot find a certain file of the new plesk update that it needs.
E: Version '17.8.11-debian9.0.build1708180823.15' for 'psa-locale-base-en-us' was not found
As that file exists on the the real plesk update server, it appears your server is looking for the update in the wrong location. Hence me suggesting the above :)

Did I misunderstand you?

but as you can see by my screenshot, I don't know what/where I can change the location to get right update.
Or, if not exist an update to my release in use, why I've this Plesk Installer
 
lets do a quick test. Takes only a minute :)

log into server using ssh, open etc/hosts and add
195.181.164.3 autoinstall.plesk.com
save the hosts file
then run
# plesk installer --select-release-current --reinstall-patch --upgrade-installed-components
again and see if it makes a difference.

Let me know results :)
Don't forget to remove that line again from the hosts file.

That was to see if there may be an update to (one or more) of the Plesk packages that would resolve the issue.

Have to admit, am at wits end. We'll have to wait for someone more experienced to help out...
 
One last thought. As the starting point was the Atomicorp / Debian9 issue with Modsecurity.
Did you completely disable/remove the atomicorp repo?
If possible - not a super busy server - remove Modsecurity completely temporarily, try to run the update, and (whatever the outcome of the update is) put modsecurity straight back in place. Just to rule out a lingering aftereffect of the first issue.
