Issue User roles permissions missing

Hi everyone,

I was wandering did any of you had a similar problem in the user roles permission I've attached a print screen, there are no permissions to give to existing roles or even new one.
Maybe there's an option should be activated? since I'm new to plesk.

This happens when you have no domains/websites added.
I'm sure you found that out by now, but posting this reply simply for future people who google it and come here.
