Question VPS Image Gallery Hosting

I run a VPS, where I have Root Access. As well as Hosting a variety of Domains, I would like to be able to use the VPS to upload a variety of Images and Videos that are not attributed to a specific Domain. Is this possible? In other words, I would like to be able to upload the required media to the VPS, then individual Profiles for a select group of people to be able to log into the VPS and view the uploaded media. I suppose I could say I am simply looking to create a simplified version of Google Drive/OneDrive/Dropbox etc.

I would also like to be able to disable any Download features etc.

I know there is a File Upload area but I would ideally be looking for something a bit of 'Image Gallery' esque.

Is this possible without a Domain?
