Weird Horde fatal error

When opening a web browser to any webmail site I get the following:

Warning: touch() [function.touch]: Unable to create file D:\VHosts\webmail\horde\db\horde.db because Permission denied in E:\VHosts\webmail\horde\pear\DB\sqlite.php on line 117
A fatal error has occurred
DB Error: not found
Details have been logged for the administrator.

In the horde log it says this:

Aug 27 10:38:47 HORDE [emergency] [horde] DB Error: not found: ** ** Array [on line 1637 of "E:\VHosts\webmail\horde\lib\Horde\DataTree\sql.php"]

I have tried the following:
websrvmng.exe --reconfigure-webmail
defpackagemng.exe --fix --type=webmail.horde

And by using the reconfigurator utility to check the component and folder permissions and even tried the repair plesk installation option, but the issue remains...

Under component manager it says I have the following installed and running:
Horde IMP H3 (4.1.6)

I would greatly appreciate it if somebody can help me resolve this issue!
