As i know To hide the Cgroups Manager functionality, add these lines to the panel.ini file:

[resourceController]
enabled = false


So reseller subscriptions will not see Cgroups Manager during creata a service plan. this can be usefull to control client create unlimited service for cpu/ram disk/io.
