Where are the Localized email templates

Plesk Billing: No localized email templates delivered

While configuring Business manager of Plesk Linux 10.3, I became aware that email templates are available in ENGLISH ONLY !!!

According to http://kb.odin.com/en/5358 and plesk-10-business-manager-administrator-guide one has to translate each of the 25+ templates into every language required.
The language packs do NOT include localized email templates!

Setting up Your Locales
Plesk Billing has the ability to send emails in various different languages. Each of these locales must be set up during the configuration process. By default, the system sets up templates of a single locale (usually English).


"To set up" does not sound like every plesk customer needs to translate by hand, but that really seems to be the case.
Does Plesk not have such localized email templates?

Is anybody using the business manager in other languages than english?
Why do I seem to be the only Plesk Business manager user who reports this problem?
Did I miss some information?
