The BIND DNS server has already been deprecated and removed from Plesk for Windows.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release. -
The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

No, The problem not in wordpress, Because I have more than 70 site in my server all of them wordpress and all of them same problem ! When I transfer the site to other host I can upload these files (.svg and .otf and .ttf).

What is ticket ID? I will check why do you think that Plesk Support so bad.
If you talk about Plesk Support - you should submit, at least, one ticket to Plesk support system. After that we can discuss the quality of Plesk Support.
I don't know which Email was sent and to which address. But anyway, sending Email is not correct way for contacting Plesk Support.
