Starting Plesk Panel I get:

and "System Overview" says:
Panel version: 11.5.30 Update #7 , last updated at July 23, 2013 03:23 AM

What happen here?

But still no changes in Plesk Panel since 23.July:

After a update its was gone. Which version you have? Here (today last update) 11.5.30#14

Every day the same update gets installed. Something stuck with cron?
 
I have it too on one of my two Plesk servers. Plesk version 11.5.30 patch #15. CentOS 6.4. It has been happening since update #13 or 14.
Parallels dev team... Hellloooooo.... This is all over the plesk forums.
