It is possible that the outgoing messages limitation isn't letting the email through to 40 users. By default, Plesk lets an account send 10 emails per hour. Check if this feature is active under Tools and Settings - Mail Server.
There are no file size limitations than I'm aware of: anything the file system supports, Plesk will support. So if you have 2TB of storage, and you'd want to upload a 2TB file, you're good to go if you have an EXT3 or EXT4 partition. Beware of upload timeouts though...

Hello abdi! Good call, there's no domain, subscription or subdomain mail.domain.com, but in my testing I have set one up to see if that makes a difference. It did not, I got the same behaviour and subsequently deleted it again.
