app installation problem

Hi, I can not install applications from plesk, in particular I would like to install formmail v.1.92, but the installation does not start and the download is always at 0%, as you can see in the attached image

Thanks for the reply. I tried to apply the procedure described in the article. I added the line "kernel.user_ptrace = 1"

but when I go to type the command "sysctl-p" to apply the changes, it turns out an error message
