where does plesk save its backups?

I tried to download it from the control panel but it just times out...

i did not use ftp

is it not saved in the server repository?

From /etc/psa/psa.conf:

# Backups directory
DUMP_D /var/lib/psa/dumps
DUMP_TMP_D /tmp
 
Sorry, it was for Linux Plesk. DUMP_D for Windows you can find in registry in HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\PLESK\PSA Config\Config\DUMP_D
Also you can change backup directory location with Plesk reconfigurator.
