Are you sure that this command is correct? It should be:

# rpm -q sw-sso | xargs rpm -e --nodeps --justdb

Passwords for some MySQL users were not upgraded.
All MySQL DB users that may be used by Panel MUST have passwords in new 41-character format in order for Panel to function properly.
Currently following users have passwords in old format: billing@localhost, billing_7ce4@localhost, billing_c283@localhost, bug115166_88014@%, bug115166_20103@%, sparcool@%, smfnew@%, bug115166_18262@%, smf-fr@%, billing_003e@localhost, aspcomplete@%, aspcomplete@localhost, aspcsk@%, aspcsk@localhost, aspcss@%, aspcss@localhost, aspsession@%, aspsession@localhost, billing_6391@localhost, sitebuilder_db@localhost, billing_1d32@localhost, billing_4940@localhost.
Please ensure that MySQL server is not forced to use old password hashing algorithm and upgrade password format manually for users from the list above. Consult with MySQL server manual on detailed steps.
You may skip certain users if you are sure they weren't created and aren't used by Panel.

This system folder is created but empty....

11.5.29 upgrader sucks...grrr....

I had to use 11.5.29 autoinstaller to have plesk working again, then using bootstrapper (on these things i had to remove some packages to have them working)

i had to recreate http://pleskhacker.com/all-tables/domains-all-tables/psa_domainaliases/ and http://pleskhacker.vinnward.net/psa-servicenodeproperties/

But i still have all this above grrr....

And no 11.5.29-psa.sql and 11.5.29-apsc.sql for the schema checker....

I created them in the system folder but still this:

This is not a fatal error for upgrader. This is a warning. Oh, fix that, it's not even upgrader error, but a warning from bootstrapper.sh repair.

Judging by your other posts you already managed to get mixed packages set and/or partially upgraded (or likely not upgraded at all) DB.

Did you even upgrade using newest autoinstaller? Upgrading manually by just installing new packages is not supported!

Where are error messages from your upgrade procedure?

Edit: P.S.: also, I suggest to avoid hijacking threads.
