Cant Change Folder Permissions

bostonwebsitehost

New Pleskian
Plesk panel 10.x
IIS 7

I am trying to change permission on a folder.
Logged in to plesk panel
> Websites & Domains
> File Manager
> Browsed to the folder, clicked on the lock icon. Clicked on Advanced
> All check boxes are greyed out, cannot select. Also getting this error on top of the page "Information: You are not allowed to change permissions for this folder.".

I checked on the server, these are the users listed on security:
System
Administrators
Users
TrustedInstaller

My guess is all plesk folder permissions got messed up.

I was able to reset the permissions using
"%plesk_bin%/websrvmng.exe" --reconfigure-vhost --vhost-name=domain_name

Then I went to the plesk panel to set the write permissions. Set write permissions for Plesk IIS User, and Plesk IIS WP User. Cant set for Plesk domain user, wont allow.

However that doesnt seem to help, still cant upload files in folder.

Please suggest.
