After creating each hosting, I'd like to give read and write permissions to IWPG_username user for the httpdocs directory (or the addon domain directory if it's an addon domain) automatically. How can I do this?

you should take a look at "Additional write/modify permissions"
Hosting Parameters
This is exactly the same as you want. Plesk grants full access privileges for IIS account to site doc root directory.
 
I'm talking about something else.

If I open a new hosting, IWPG_xxxxxx users have full access to the httpdocs folder.

I want it to be.
