Disabled Mail Service gets reenabled on service plan changes

PROBLEM DESCRIPTION:When saving a service plan and it synchronizes, it reenables Mail Service on all unlocked subscriptions that manually disabled it.
This is unforutnate, because the service had been disabled on purpose, as the subscriptions use external mail services.
Reenabling the service means that every domain on the server will not deliver mail correctly anymore to the affected domains.

- Choose an unlocked subscription
- Disable the Mail Service
- The subscription remains unlocked
- Make a change in the service plan, Apply & Sync
The mail service gets reenabled
EXPECTED RESULT:The mail service should remain disabled
