Issue Email aliases with application user?

Does anyone know if it's possible to allow the "Application User" role to be able to create email aliases without having to change the setting "Create and manage mail accounts"? I don't think it should affect it because email aliases aren't anything to do with creating or managing different mail accounts. I mean you are able to change password, set email forwarding and auto-reply so why not add email aliases?
