Hello,
Since I reinstalled my plesk server all but rouncude webmail server is giving me the error

An internal error has occurred. Your request cannot be processed at this time.

For administrators: Please consult the application and/or server error logs for more information."

the roundcube server doesn't generate any error logs i don't understand where the problem is coming from
 
Are you using Plesk Premium Mail extension? If yes, the log would be /var/log/roundcubemail/errors.log
 
I suggest to open a ticket with Plesk support, because then an engineer can check the issue directly on your server.
