Extract backup file from command line > Dump reader error: unable to open input file

I have read the docs regarding "restoring users dump files from the command line" here:

ftp://download1.swsoft.com/Plesk/Pl...ackup-restore-html/ch03.html#restore.nonclean

This is my first time restoring a file. I recently had the system reformatted and am unable to use the built in utility. I had to manually upload it to the folder since plesk would time out. I have tried a ton of commands each giving me a "Dump reader error: unable to open input file domain.net_2007.05.31_02.12"

My backup is located in /var/lib/psa/dumps/domain.net

and I use: /usr/local/psa/bin/psarestore -f /var/lib/psa/dumps/domain.net/domain.net_2007.05.31_02.12 --single-domain-mode --domain-name=domain.net --domain-ip=00.00.000.00 --client-login='username'

Any help would be appreciated.
