Can I give permissions to a ftp user over ONLY his home directory?

Yes, you can restrict a FTP user to a specific directory. See: Adding FTP Accounts

In my case, changing the home directory does not restrict read/write permissions over other directories

Setting a different home directory for a FTP user should limit access to that directory and all other directories (and files) in it. So anything down the directory tree should be inaccessible for that FTP user.

Does this work using SFTP as well?

I don't think so. As far as I know FTP users cannot use SFTP, as that is file transfer over SSH. Which is not the same as FTP.
