Full migrate Cpanel to Plesk

Unfortunatelly in PLESK 10.4.4 it is the same problem.
"No migration agents found. Data migration is not available."

I have tried all my ideas to fix this and I do not find any info :-(
Any hints are welcome. PLESK is fresh install. cPanel is version 11.

Root access is OK in both side.
