Group permissions for FrontPage 2003 users

What I have accomplished:
I am trying to find a way that my webpage developers group will get permissions to edit and / or publish using a single sign-in for each user. I have set up MS users (Host-Jane, Host-Fred, etc...) and a group (Host-Developers) and put the users in the group. Every time I create a new domain I have to go into Plesk FrontPage management, FrontPage web admin and add the Developers group.

Since I only host web sites that we are in charge of the development and publishing I am trying to find a way that when I create a new domain it automatically gives the Host-Developers group the correct permissions to publish to that site without going through all the screens.

Here is the question:
Is there a way to modify the default template OR to set it up so that new domains inherit the correct rights from a lower level when a new domain is created?
