How can I hide "Hosting Settings" on Plesk Panel 11.5.30, I want to lock out the ability "rename domains"?

It is impossible. I think that you can add feature request on http://plesk.uservoice.com/ for adding permissions for domain renaming management.

BTW, soon we will implement server-wide option for restriction renaming main domain of subscription.
