How activate SSL Support for PHP with Plesk / IIS / Windows Server???

How can we activate SSL Support for PHP?
We use a Windows Server with IIS and Plesk 8.

For Example the error message of the file-Function:

Notice: file(): Unable to find the wrapper "https" - did you forget to enable it when you configured PHP?

Other php functions have the same or a similar error message.

you should uncomment ";extension=php_openssl.dll" in php.ini
