I want to use Joomla! to make a website, but I can't find how to turn the Safe mode off so I can install additional applications for it.

look in the:

Plesk Apache: /usr/local/psa/admin/conf/php.ini

Apache: /etc/php.ini

or do a:
# find / -name. php.ini

in shell to find the php.ini file
