install product package error (Can't add to black list product )

some package install got the following error ,
what's wrong with me ?

I have the same thing but my package was Sitebuilder.

i mean "some package .. " ..
it like missing something to install those package ..

I have the same problem with 7.5.4 but with psa-locale-base-en-US

Is this a symptom of mismatching rpm packages? Did anyone find a fix?
