License transfer issue

I am a plesk panel on Linux version 8.6 and I would like to transfer its license to plesk panel on Linux version 11.0.9
Tried to export a key from 8.6 Plesk panel:

/usr/local/psa/admin/bin/keymng --fetch > /tmp/psakey.key

After I tried to upload this ket into 11.0.9, got "Error: Invalid key: Unknown key format"

Please advise what I am doing wrong and if license from 8.6 is transferrable to Plesk 11.0.9

License for 11.0.9 has absolutely other format. You should contact your sales representative for license upgrade.
