Latest Obsidian, Filezilla and Windows versions.

No upload limitations in Filezilla.

What can be wrong?

Have you gotten a speed test from your server with Plesk installed?

DSL upstream is normally considerably slower than the downstream. Have you tested your own internet connection with a service like the (free) Ookla speedtest?
