Master Account for domain to see all Mailboxes

Is it possible to log into the webmail with a special account and see all mailboxes under a specific domain?

Also:
Is it possible for an administrator to browse a mailbox without knowing/changing it's password? Through webmail, or some other way?

PS:it's not meant for spying purposes.
