Missing publish settings tab

Option has been set in the admin to Allow users to modify publishing settings. But when the users are logged in there is no tab for them to change these settings. They can't even change their FTP login password!

Can someone offer suggestions to make the needed tab reappear?

Change PublishSettingsVisibleForSiteOwner key value to "true" in web.config file.
