MySQL DB will not restore with Plesk Backup file

I am running Plesk 7.6.1 on a Windows 2003 server and had recently taken multiple backups using the Plesk Backup tool. I had to completely reload the OS and install Plesk again due to a major OS corruption and when I went back to restore the backup files (odlest is about 2 months old to newest which was a day old) I found that it worked fine except it would only restore the DB name and username, but according to MySQL and phpMyAdmin the DB wasn't even there (not blank, it wasn't there at ALL!). So I ensured I was fully patched and tried a few other tricks, but nothing worked. Is there a fix for this or is there a way I can extract the .sql backup files from this .psa file and manually upload them?
 
I have tried a multitude of restore options, but so far none will bring back the data, just the username and the database name.

Anyone else?
