Outgoing mail control doesn't limit scripts on localhost

Regular Pleskian
I have removed the localhost and everything else from the mail whitelist and still emails sent from php scripts are not being counted. I am using Qmail.

It limits emails from external connections but not scripts on the server. Is there any way to make it limit both?
