Resolved Outgoing mail control doesn't work

I am having a problem with "Outgoing Mail Control" as it does not function well,
after setting the limits the domains still can exceed it beside no report are delivered or displayed when a domain or subscription, as displayed below when I enter so check domain statistics nothing appear even waiting for an hour, I tried disabling and enabling the tool and a restart to the server and nothing happened,
any help will be appreciated
