permissions to create folders ?

none of my clients can create folders on their accounts.
I am talking that at the client level account, not at the httpdocs folder level but one level above, where all folders are seen. client wanted to create a DB folder there to upload an access database and plesk doesn't let him. is this normal ? can clients only create folders inside each one of the folders under the domain account ?

Yes, it is normally. You can try to create folder in outside, to add permissions to it and to create dlink in httpdocs to it.
