I deleted the file common_config.php3 in error and is given by the version from another server running on the same version of plesk

This file is a part of psa-core package. For example:

# rpm -qf /usr/local/psa/admin/plib/common_func.php3
plesk-core-10.9.0-cos5.build109101029.18

You can try to reinstall it.

/usr/local/psa/admin/sbin/autoinstaller --install-package plesk-core-10.9.0-cos5.build109101029.18

the response is : ERROR: Not implement yet

It was just example - plesk-core-10.9.0-cos5.build109101029.18 !
Are you sure that you have CentOS 5.x x86? And you should use rpm package manager instead autoinstaller.
