Did you Check the Event viewer?
I personally would try to Update the VC++ Package Manually before updating plesk

Like what @manni said, check event viewer and try to manually update the VC++ package but if you ask for my personal opinion is to just migrate to a newer OS since Server 2016 tends to be very slow when it comes to installing updates (I ran updates the other day on a server 2016 and it took about 15 hours to fully update).
