Problem With Application

When I try to install the application phpBB
I get this error message:

SiteAppPackagemanager::installSiteAppExtract() failed:
cSiteAppManager::sappmng_extract_application() failed: Incorrect function. (Error Code 1) at extractArchive(C:\Program Files\SWsoft\Plesk\var\cgitory\phpBB-2.0.15-4/apps/httpdocs-files.tar, c:\inetpub\vhosts\seemund.com\httpdocs\forum

Running Win 2003 Server.
Where can I get packages for applications? How can I make .tar in windows... What if I want to add a language to the phpBB i should add it in httpdocs-files.tar\language, correct? But I dont know how to edit the .tar file, Can't i Just change something so it accepts .zip? Thanks

If not, where can I get the standard phpBB package(that comes in plesk)?

Please try: Windows - Add/Remove programs - Plesk - Modify - Plesk Site App - phpBB
phpBB package located in phpBB.msi file
