Problems login after 10.3.1 upgrade

I can't login into Plesk 10.3.1 after upgrade from 10.2.0

Error in login screen after form send is:

Error: Unable to log you on. An internal error occurred in the Single Sign-on authorization engine. Please try logging in later, and contact your hosting service provider if the problem persists.

How I can debug the error?

Try to repair sso (search in KB 'sso repair') or disable sso if you do not use it.

I'm trying to repair the permissions with:

/usr/share/plesk-billing/repair-integration --command=repair-all --idp-url=https://domain.com:8443

I get a:

Failed to find XML nodes by XPath 'get_protos/result' relative of 'server'

Reading other the documentation http://kb.odin.com/en/111596 say that I need to install a new license to Plesk 10.3.1

How can I get my old license and install it in the new version?
