Issue time zone locked

I went tools and server time to change the system time and then updated but once back again removed, screenshot attached becasue i have whmcs issue for php time

You need to check if a time zone is configured for the PHP version that used by WHMCS. That could be different from the time zone you've set on the server.

i already did that, and i added it to PHP directive field, it looks the issue in Plesk, still the time set defult UTC

What exactly did you add to the directive field?

There is a ; in front of the date.timezone parameter. Which means it commented out (inactive). Have you tried removing the ;?
