Transfering users and files to new installation

Hello,

We were having a lot of issues with a server. We decided to reinstall windows and plesk. We do still have the original HDD of the windows and plesk installation with all the files. Is there an easy way to transfer all the users/files/databases/settings? If there is any additional information required, ill be happy to provide.
