Unable to set the Directory Permissions

Hi,
I am using Plesk as admin for my VPS. Through Plesk Panel I am unable to set directory permissions. I am getting all the options locked on Directory Permission Page and getting message at the top that "You are not allowed to change permissions for this folder." I created two domain accounts and as admin or as user I am unable to set/change the permissions.
Please let me know is there any other settings are required to make this enable.
