Upgrade Windows server 2003 to Windows 2008 or newer and Plesk

Basic Pleskian
I have Plesk 9.5.5 installed over a Windows Server 2003 box and cannot do any other plesk update.
Can you explane wich is the best way (step by step) to upgrade Windows and Plesk to last versions?

Just install Windows 2008 with latest version of Plesk on new server and use Plesk Migration Manager for migration old Plesk to new.
