Resolved Upload Wordpress backup exeeds the maximum upload size

Here is the screenshot for the default upload limits.





I follow the instruction from Plesk however the instruction did not make any changes into the default values.

The instructions you followed are for larger FileManager uploads, not for larger POSTs with PHP. Have you also tried to increase the post_max_size, upload_max_filesize and max_execution time?

16M does not allow me to restore the backup. It is already setup on 16M as per initial post screenshot

That's why you could have simply entered a higher number into these fields.
