    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

I setup my wordpress website with plesk on amazon aws lightsail. Everything works fine. I setup a plesk email account but i cant receive or send emails. I get this error when i am trying to start using plesk webmail "We can not connect to the server at webmail.mydomain.com". Please help!
 
Create a CNAME DNS record with webmail.mydomain.com in your DNS

Does opening port 25 on the firewall (as per the instructions in the link above) actually open the port or is it throttled by Amazon at a higher level? I followed the instructions but I am still unable to send emails. Also requested the port be opened but they declined. Pretty frustrating really.

It does opens the Port in the Lightsail firewall. But, as you've already discovered, port 25 also has to be opent by AWS support. I don't believe it's throttled when opened, but that would be a question best directed at AWS support.
