Domain Removal Errors out

When I attempt to remove a domain I get the error message:
'Unable to remove domains: Problem occurred while removing domains: Unable to remove Tomcat Servic: Unable to remove Tomcat service from vhost: Unable to remove /usr/local/psa/tomcat4/psa-users/wtri.com.xml: No such file or directory.'

Indeed there is not such path. I can get to this point:
/usr/local/psa/tomcat4
then I'm at a loss because my directory structure consists of the following:
logs
bin
conf
temp
webapps
common
server
shared
work
and then a few files for licenses and such.

I'm thinking either tomcat was installed incorrectly or when it did install it was not updated correctly.

Can someone guide me to a proper solution.
