I'm running the latest Plesk Obsidian on a DigitalOcean droplet. Disabling promos in panel.ini is not removing these banners.
 
How exactly did you try to disable promos? Have you tried

in panel.ini?
 
Note that it is only possible to remove to promotion banners if you're using a paid version of Plesk. If you're using a trail version or the free Web Admin SE edition it is not possible to remove the banners.
 
Yes, right, the banners are part of Plesk WebAdmin-SE edition that is available for free on some clouds, the banners will be automatically removed when the server is upgraded to any paid Plesk edition.
