Image Manager Scroll Bars Missing

The Image Manager has an issue.

Once you have more images that can be displayed on the left window, there should be scroll bars. The roller mouse does work to scroll down the list, and when you click on an image, the scroll bars do show up while it is refreshing the image into the right side. When complete the scroll bars go away again.

Upload a number of images and see if you get the same result.
