    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

I would Active a subscription in plesk but show this error :

SQLSTATE[08S01]: [Microsoft][ODBC Driver 17 for SQL Server]TCP Provider: An existing connection was forcibly closed by the remote host

i try by CMD Line and plesk panel but show error

Windows Server 2016

Plesk Obsidian 18.0.62 Update #2 Web Host Edition

MsSQL 2012 and MsSQL 2016

i can active other subscription and have this issue only with one subscription

If the SQL server in question is configured in Plesk, I would suggest opening a ticket with Plesk support for an investigation of the issue on your server. To sign-in to support and open a ticket go to:

https://support.plesk.com

If you got your license from a reseller, your reseller should provide support for you. If the SQL server is not managed by Plesk it will be best to consult with a database server administrator.
 
Resolved this problem by this method and subscription is active now :

I move this Database to another subscription by plesk panel and then Active this subscription , and then move again database to first subscription
