slow connection to ftp

after upgrading to 7.5.2 all my clients are experiencing conntion lag when connecting through ftp.

It gets to :
connecting data channel to ...

and then sits for about 30-60 seconds.

I've scanned the threads here and checked all the suggestions but nothing seemed to help:
1. checked proftpd.conf :
UseReverseDNS off
IdentLookups off

2. made sure -Rt0 was in the args for :
/etc/xinetd.d/smtp_psa

I'm running 7.5.2 on RH rc2

any suggestions would be great.

have you restarted xinetd after you made the changes?
