Issue SUBSCRIPTION LOCKED FOR SYNCING

Plesk version and microupdate number
18.0.50
subscription for my domain is locked and when I update something in plan it doesn't change for domain how to fix it. kindly guide
 
From your "admin" account, not from within a subscriber account:
1) Click on the subscription that you want to sync.
2) See the tiny arrow-icon in the upper right corner. Click it to open the right-hand-side drawer:

3) Then scroll down to the "Account" section.
4) Click the "Unlock & sync" link.

Thanks. One needs to scroll down completely in order to see that .

Anyway, in my case Unlock & sync is not accepted because, some restictions. I'm not able to locate these settings in the subscription. Is it possible to force a sync?
