What is diff between Panel FTP backup TAR and SERVER backup XML?

Using "Server configuration and content, all configuration and content", selecting "FTP Repository" for Panel backup produces a TAR file while selecting "Server Repository" the Panel backup produces an INFO XML file. The FTP TAR file contains a number of files including INFO XML files.

When performing a Restoration, the "backup name" points to an INFO XML file.

When "downloading" a backup INFO XML file to local host, a much larger "data file" (TAR file?) is generated and then downloaded.

What is the relationship between the INFO XML file and the actual data "backed up", and how does this correspond to the FTP TAR file, the "restore XML file", and the "download file"?
